YOUR ROLE
Catalisto’s development team design and deliver a broad range of technical programs that enhance the cybersecurity capabilities of individuals, organizations, and industries. Programs range from technical training, mentoring and research programs, to market and solution research, evaluation and systems integration programs. Our focus is to provide technology leaders, including CIOs, CTOs, CISO, and CDOs, with insights to help them secure their most critical infrastructure and assets.
We are seeking several skilled cybersecurity engineers to join our team, supporting international development projects with a focus on building secure, resilient digital infrastructure in emerging markets. The ideal candidates will have experience in designing, implementing, and maintaining security frameworks in information technology and/or operating technology environments, especially in contexts with limited resources, varying levels of digital maturity, and evolving regulatory landscapes.
As part of a diverse team, you will work closely with government bodies, NGOs, international organizations, and private-sector partners to ensure that cybersecurity best practices are embedded in projects aimed at protecting the technologies that fuel economic and social development. When not engaged on development projects, you may be allocated to other projects to support commercial customers across the globe.
KEY RESPONSIBILITIES
Security Framework Design & Implementation: Design, deploy, and manage cybersecurity solutions tailored to the needs of international development projects, ensuring compliance with local regulations and global standards. Perform risk assessments to identify potential threats and vulnerabilities specific to each regional context.
Monitoring & Incident Response: Set up monitoring tools to detect threats and potential breaches in real time. Develop and implement incident response plans to handle cybersecurity incidents quickly and effectively across different international sites.
Capacity Building & Training: Conduct cybersecurity awareness training for local stakeholders, project staff, and partners, emphasizing practical security measures. Assist in building cybersecurity capabilities for local IT teams to ensure long-term sustainability and resilience.
Collaboration & Advisory: Work with technology teams to integrate cybersecurity considerations into the early stages of project design and throughout the project lifecycle. Provide technical advice to governments, NGOs, and international agencies on cybersecurity policies, frameworks, and technologies suitable for development contexts.
Compliance & Regulatory Alignment: Ensure all projects adhere to relevant national and international cybersecurity regulations, privacy laws, and industry standards (e.g., GDPR, ISO 27001, NIST). Help draft cybersecurity policies and procedures for organizations operating in regions with evolving legal frameworks.
Network Security & Infrastructure Protection: Design secure network architectures for select stakeholders, ensuring strong protection against cyber threats such as malware, ransomware, data breaches and DOSing attacks. Implement encryption, access control, and authentication mechanisms appropriate for different risk profiles and regional considerations.
Cross-Cultural Communication Communicate complex technical concepts to non-technical stakeholders, ensuring clarity on risks, solutions, and strategies in diverse cultural and linguistic environments. Collaborate with international teams to ensure cybersecurity solutions are adapted to local contexts and infrastructure challenges.
QUALIFICATIONS
Fluency in English and Albanian required.
Bachelor’s degree in Cybersecurity, Computer Science, Information Technology, or a related field (Master’s preferred). 4 years additional work experience may be presented in substitute for a bachelor’s degree.
5+ years of experience in cybersecurity engineering projects.
Proficiency in risk management, network security, and incident response.
Familiarity with international data privacy and cybersecurity laws and standards (GDPR, ISO27001, NIST, CIS Controls etc).
Experience working across both information technology and operational technology is a plus.
Ability to manage multiple discrete projects with varying timelines and security requirements.
Strong cross-cultural communication skills and the ability to work effectively in diverse teams.
This is a client-facing position, and the ability to quickly build trusted relationships is essential.
CISSP, CISM, CEH or similar cybersecurity certifications preferred.

TRAVEL REQUIREMENTS
20 - 30% travel dependent on customer requirements.
COMPENSATION AND BENEFITS
Market rate salary based on candidate experience, location and qualifications. Employees are also eligible to participate in the company’s health care insurance contribution program, pension contributions, life, and disability insurance, paid time off, and annual bonus program in line with company policies.
